Puerto Rico is technically domestic for US mobile customers — but "technically" does a lot of work here. Plenty of US prepaid carriers and MVNOs treat Puerto Rico as "international" or throttle data, and most non-US travellers pay full roaming. El Yunque, Vieques, Culebra specifics

El Yunque's main trails (La Mina, Yokahu Tower) have signal at parking and ranger stations but nowhere near the waterfalls. Download offline maps. Vieques's bioluminescent bay (Mosquito Bay) tours depart from Esperanza at night — signal in town is fine; the bay itself is remote. Culebra's Flamenco Beach is on the edge of T-Mobile coverage; plan for offline for the day.
