You get solid 4G across Baku, the Absheron peninsula and the coastal strip out to Sumqayit, with coverage reaching Ganja, Lankaran, Quba, Sheki and the main highways. It's a reliable national network, so you'll be online from the moment you land rather than queuing at the airport SIM booth.
Coverage spans Baku's districts (Nasimi, Yasamal, Sabail, Narimanov, Khatai), the Absheron peninsula and the coast out to Sumqayit and Gobustan, all with solid 4G. The M-1 toward Russia, the M-2 to Georgia and the route to Quba and Qusar are covered. Sheki, Gabala and Ismayilli get 4G in the towns and 3G between them. Honestly, Xinaliq's mountain road only has 3G in the village, with thin or no signal on the switchbacks above.
Right after purchase you'll get a confirmation email with your eSIM details, so delivery takes minutes. Install it by scanning the QR code while you're still on home Wi-Fi before you fly. Activation is automatic: the Azercell line registers itself the moment you arrive in Azerbaijan. It depends on your trip. A 3-day Baku city break is comfortable on 1 to 3 GB. A week combining Baku, Gobustan, Absheron and Sheki suits about 5 GB. A two-week Caucasus loop reaching Quba, Sheki and Gabala is better on 10 GB. Business travellers on oil-industry rotations out of Baku should plan for 20 GB if they're heavy on video calls, and remote workers based in Baku for a month should start at 20 GB and scale up if needed.
Yes, tethering and hotspot use are supported, so you can share your connection with a laptop, tablet or a travel companion's phone. That's handy for working from a Baku cafe, getting a second device onto Yandex Maps, or keeping everyone connected on a homestay stop in Sheki or Quba. Just remember that anything you tether draws from the same data allowance, so map-heavy days and video calls will use it up faster.
This is a data-only plan, so it doesn't come with a local Azerbaijani phone number for traditional calls or SMS. You can still call and message over the internet using apps like WhatsApp, FaceTime or Messenger, which is exactly how guides, drivers and regional hosts here tend to communicate anyway. Because the eSIM is a separate digital line, your physical home SIM can stay in the phone, so you keep your usual number for important texts.
For foreigners, a local SIM means hassle: Azercell and Bakcell sell tourist SIMs at Heydar Aliyev International, but registration is required and the queue is often long on arrival, and otherwise SIM registration involves an e-GOV or AzInTelecom kiosk with your passport. US and European carriers treat Azerbaijan as premium international roaming.
