Azerbaijan is where the Caspian Sea meets the Caucasus, where Baku's flame towers sit a short drive from 6th-century stone carvings at Gobustan, and where a weekend trip to the mountain village of Xinaliq feels like time travel. It's also a country where SIM registration for foreigners means a visit to the e-GOV or AzInTelecom kiosk with your passport and sometimes a local phone number. Where Azercell's network holds up

Baku (all districts — Nasimi, Yasamal, Sabail, Narimanov, Khatai), the Absheron peninsula, and the coastal strip out to Sumqayit and Gobustan have solid 4G. The M-1 motorway toward the Russian border, the M-2 to Georgia, and the route to Quba and Qusar are covered. Sheki, Gabala, and Ismayilli in the northwest Caucasus foothills have 4G in the towns and 3G between. Xinaliq's mountain road has 3G in the village and thin or no coverage on the switchbacks above. The Nakhchivan exclave is covered but as a separate geographic unit, accessed via Iran or Turkey.

Cost compared with a local SIM or roaming

Azercell and Bakcell sell tourist SIMs at Heydar Aliyev International, but registration is required and the line is often long on arrival banks. Arriving at GYD or GNJ

Install the eSIM over home Wi-Fi before you fly. Heydar Aliyev International (GYD) in Baku has decent airport Wi-Fi but the terminal gets busy — pre-installing is still faster. Switch off airplane mode after immigration and the Azercell line registers automatically. Ganja (GNJ) works the same way. If you're flying domestically from Baku to Nakhchivan, the eSIM stays active throughout.

What you'll actually use data for here

  • Bolt and Uber: Bolt has strong presence in Baku; Uber also operates. Both are cheaper than hailed taxis and the apps fix the fare up front.
  • Google Maps and Yandex Maps: Yandex Maps often has better detail on Baku's old city (Icherisheher) and smaller streets than Google. Having both doesn't hurt.
  • WhatsApp: How guides, drivers, and regional hosts (especially in Sheki and Quba homestays) communicate.
  • ASAN service apps: The ASAN state-service platform handles e-visa verification, hotel registration, and various tourist-relevant functions. Having data makes border formalities smoother.
  • Translation: Azerbaijani uses a Latin script since 1991, so signs are readable. Russian is widely understood. Google Translate's Azerbaijani support is decent — download the offline pack.

Nakhchivan and the Armenia question

If your plans include the Nakhchivan exclave, the eSIM works there — it's still Azerbaijan. The Azerbaijan–Armenia border remains effectively closed to tourists; entering Armenia on the same trip generally requires transiting through Georgia or Iran. The eSIM is Azerbaijan-only — Georgia and Armenia need separate plans, as does Iran if you're overlanding that way.
